Monitoring Kerentanan Gedung Pemerintahan Akibat Beban Gempa Menggunakan Metode Rapid Visual Screening (Studi Kasus : Gedung Pemerintahan Indragiri Hulu)
Indragiri Hulu is one of the regencies in Riau Province which has lowland geographical conditions with little hills, the condition of buildings in Indragiri Hulu Regency on average only two floors to the fourth floor. The location and condition of the earthquake in this regency are not included in earthquake prone conditions, but with earthquakes that cannot be predicted to occur. For this reason, it is necessary to monitor the condition of existing buildings in order to obtain the current strength of the building. The purpose of this study is to detect the level of risk of government buildings in Indragiri Hulu Regency against earthquakes and determine the final score as the output of the Rapid Visual Screening (RVS) method. The final score is set to have a score of 2.0 as the minimum value of the building's safe condition. If the value is below the constant, the building is recommended to be evaluated further. The study was conducted visually on building objects, then assessed according to building categories, namely C1 (Concrete moment resisting frames), C2 (Concrete shear wall buildings), C3 (Concrete frames with unreinforced masonry infill walls) and URM (Unreinforced masonry buildings). Each building category has a score that has been set by FEMA 154. The object of the research building consists of Kantor Bupati Indragiri Hulu, Plaza Rengat, Dinas Pendidikan dan Kebudayaan, Dinas Perpustakaan dan Arsip, Sejuta Sungkai and SD Negeri 006 Rengat Timur. Based on the results of a short period of MCE Spectral Response, 5% attenuation (Ss) and 1 second Spectral MCE Response, 5% attenuation (S1) indicates that the seismic conditions of Indragiri Hulu Regency are at the Moderate Seismicity level. With the analysis carried out, the condition of the building in the Indragiri Hulu Regency Government environment is classified as not prone when an earthquake occurs. This is evidenced by the final score being above the minimum number of 2 (two). Only at Plaza Rengat Building which has a combination of building type C1 (Concrete moment resisting frames) gets a final score of 2.3 and C3 (Concrete frames with unreinforced masonry infill walls) get a final score of 1.3 from a minimum of 2, because in part in the middle of the building there are structural conditions that are not reinforced with additional beams from the 2nd floor to the 4th floor. The next object of research has a value of at least 2 (two), with the Regent Office C1 building category (Concrete moment resisting frames) score 2.3 and C2 (Concrete shear wall buildings) score 3.5, Office of Education category C1 (Concrete moment resisting frames) gets a score of 2.6, Office of Library category C1 (Concrete moment resisting frames) gets a score of 2.6, Million Sungkai category URM ( Unreinforced masonry buildings) scored 2.6 and Building SD Negeri 06 with building category C1 (Concrete moment resisting frames) got a score of 2.1. These results indicate that the condition of the building in the Indragiri Hulu Regency Government is capable of carrying the earthquake load.
