Analisis Manajemen Pemerintahan Daerah Kabupaten Indragiri Hilir Mengenai Penanggulangan Kebakaran Lahan

This research is a Regional Government Management research that is in the field of regional government management studies. In a management explains that management is a typical process consisting of actions of planning, organizing, mobilizing, and controlling. In other words, management should exist in every agency both in private institutions and in government. Along with the presence of land fire prevention implementers, good management is very necessary. One of the regencies in Riau Province which often experiences land fires is Indragiri Hilir Regency. In 2015 Indragiri Hilir Regency experienced a very extensive land fires which caused a smog disaster. Based on the problem, the researcher wanted to analyse how the management of the Indragiri Hilir government in dealing with fire prevention in 2015 and what facilities and infrastructure were owned by the local government.
The theory used in this study is the theory of George R. Jerry’s Defining management in his book Principles Of Management, namely "a distinguishing process of planning, organizing, scaling and supervision by utilizing both science and art to achieve the set goals. This study uses a descriptive qualitative approach and the data needed both primary and secondary obtained through interviewing, observation and documentation techniques.
Based on the results of the research in Indragiri Hilir Regency, the researchers found the problem of land fire prevention being less efficient and less active due to several factors specifically the difficulty of obtaining large amounts of water sources around the burned area. The lack of infrastructure in supporting land fire prevention, the condition of the Indragiri Hilir which is a high and low land with a structure of peat soil which makes it difficult to get over with vehicles, and lack of public understanding of the dangers of burning land. So that the role of the local government is seriously needed to overcome the disaster of forest and land fires in Indragiri Hilir Regency which is expected to reduce the level of fires that occur in Indragiri Hilir Regency. To overcome this fire disaster, it is not only regional governments that are responsible and involved in disaster management, but all communities and related agencies must take part in resolving forest and land fires.
