Manajemen Persiapan Penyelenggaraan Mal Pelayanan Publik Kota Pekanbaru Tahun 2017-2019

In realizing a program, the goverment certainly have to go through a process which is called government management. Government management have not seem to be doing their best in realizing a program. Many government programs have experienced delays or are not on time. The purpose of this study is to explain the management process of preparation for the implementation of Public Service Malls in Pekanbaru City which are observed from 4 government management functions, e.g. Planning, Organizing, Mobilizing or Implementing Goverment Control, and analyzing supporting and inhibiting factors in the preparation process of organizing Public Service Mall in Pekanbaru City. This study uses a qualitative method with a qualitative descriptive approach that aims to describe and depict a situation (object) or phenomena related to the preparation for the implementation of MPP in Pekanbaru City. Primary data was obtained directly from informants through interviews. Secondary data was obtained from books, journals, and documentations related to the management of preparation for the implementation of public service malls in Pekanbaru City.
The results show that the implementation of Pekanbaru City Public Service Mall have been delayed from the time target planned by the Government because the planning process was too late to start due to the unpreparation of HR. The execution went well, only slightly obstructed by sectoral egos of each institute, and the execution of the activities were delayed due to the late planning. Government control is carried out through monitoring and evaluation. the fact that the execution was delayed. The implementation of MPP in Pekanbaru City is supported by these factors: regulation or legal basis, leader’s commitment, subordinates’ support, DPRD’s support with the availability of the budget and strategic location. This preparatory management experienced delays or was hampered because of the unpreparation of HR executing the plan, in initiating the planning due to internal factors.
