Kebijakan Rasionalisasi Anggaran Dalam Kegiatan Satuan Polisi Pamong Praja Provinsi Riau Tahun 2017-2018

This study seeks to Analyze the Impact of the Budget Rationalization Policy by the Government of the Riau Province on the Activities of the Riau Province Civil Service Unit in 2017-2018, the Central Government decided to cut the transfer of funds to the regions intended to prevent widening budget deficits due to tax revenue that could potentially not reach the target . Responding to the Government Decree, the Ministry, Institution and Regional Government must adjust to reallocate the budget at the priority expenditure post. Like it or not, expenditures that are not in direct contact with development programs, especially those that are part of President Joko Widodo's Nawacita vision, must be cut.
Research conducted by the author uses a qualitative descriptive research approach, with the scope of focus and focus on the impact of the budget reduction on the public problems involved, using the theory of public policy evaluation by drawing conclusions from the dimensions of policy impact. So that the results obtained from the impact of the budget rationalization policy on the performance of the Civil Service Police Unit and Efforts made by the Civil Service Police Unit to overcome or minimize the impact of budget rationalization that occurred in 2017-2018.
From this research, the results of the Rationalization Policy greatly affect the performance of the Riau Province Satpol PP as a whole, especially on the impact of costs incurred because it impedes the implementation of the Enforcement of Perda in Riau Province due to limited operational costs, in addition to the Role of Satpol PP in Efforts to maintain public order and the peace of society is less than optimal due to the lack of security measures in the form of routine patrols and operations to control the diseases of the community that used to be carried out. Efforts made by the Civil Service Police Unit in this study were to carry out Focus point priority on programs Main duties and functions in accordance with Government Regulation number 16 of 2018 about the Civil Service Police Unit, but on the other hand it was felt to be less than optimal due to the budget and supporting facilities inadequate in carrying out the task.
