Tata Kelola Sumber Daya Air Dan Sumur Resapan Di Kota Pekanbaru Tahun 2011-2015
The policy of water resources management and the obligation to make infiltration wells for building owners are two sides that must go hand in hand because indeed development often ignores water governance which has an impact on the destruction of aquatic ecosystems. The implementation of Regional Regulation Number 10 of 2006 concerning Water Resources and Infiltration Wells as a form of policy output of the Pekanbaru City Government in the framework of managing water resources and infiltration wells has not run optimally,this is indicated by the increasing number of business entities that are established, but the contribution to local revenue is still low, and the increasing number of large-scale buildings that are standing is also not accompanied by the construction of infiltration wells resulting in water inundation at various road points and resulting in disruption of population activities and causing flooding for residents of Pekanbaru, and the construction of shopping areas and housing that eliminates the function of tributaries as a result of course floods and large amounts of puddles that cause disruption to the citizens.
The analysis of this study is based on a framework of public policy theory that focuses more on the study of public policy implementation. So, the elaboration of the decentralization concept is used to describe the role of the Regional Government in the aftermath of the downfall of the New Order regime which placed local governments as the main axis of development.This study was conducted with a qualitative approach, the data as needed were obtained by interview, observation and documentation techniques.
This study shows that the implementation of infiltration well policy has not been optimal due to many things, but what is important is the uncertainty of the government's attitude in giving sanctions to residents who did not heed the policy of making infiltration wells as stated in Perda No. 10 of 2006.Obstacles in the implementation of the policy of making infiltration wells in Tampan Subdistrict, Pekanbaru City in the period of 2007-2010 include economic constraints (manufacturing costs and assignment costs), regulatory barriers (authority), political obstacles (DPRD supervision) and socio-cultural barriers.
