Based on this research problem the aim is to determine the performance of the environment department in a countermeasure of the scum of the dumai city. The study uses a qualitative method with an elected informant made up of competent chairmen, officials/staff/employees, and how the garbage workers in dumai and community services. The data-collection techniques used are interviews, observations, and documentaries. Qualitative data is analyzed with descriptive narrative supported by primary and secondary data. The theory employed by mohammad mahsun's theory is that there are four indicators that affect performance: setting goals, indicators Formulating indicators/performance sizes; Attainment of purpose; And performance evaluations. This study shows that the work of the environmental service in this dumai city 's garbage countermeasure is not optimal yet. Second, factors that interfere with the performance of environmental services are factors in the availability of resources and infrastructure, and human resources.
