ABSTRACT
This research was conducted in October-November 2018 in Bengkalis District And Bantan District how is the relationship between the fishing flet and the fishermen’s insurance and which boats receive the most fisherman insurance and the regions or locations that receive the most fisherman insurance, and to find out how the responce of the fishing community and the local govermant to the applicationof law Number 7 of 2016. The method used in this study is a qualitative method through data collection techniques with observations (interviews or qustionnaires). data collection is done by going directly to the field by conducting interviews with fishermen and the local govermant. The fishermen who took part in govermant insurance totaled 1,141 fisherman, with details of 665 fisherman in Bengkalis District and 476 in Bantan District. The Number of fisherman taking part in independent insurance in 93 Bengkalis District and 80 Bantan District fishermen.
