This research was motivated by the development of multiyear projects from 2006 to 2016 has not functioned as it should. This study uses the theory Geogre C. Edward III, whose successes include communication, resources, disposition and bureaucratic structure. This study used qualitative methods, while the technique of data analysis using descriptive analysis. Data was collected through interviews and literature study, a search for official state documents such as Local Regulation binding multiyear project construction fund budget in Indragiri Hilir. The findings are the barriers to the development of multiyear projects showed that the development of multiyear projects from 2006-2013 was not on target, because in addition to providing public facilities, downstream indragiri district still lacks a government office. The theoretical results show that the theory of Edward III still valid and relevant in the success to enable the development of multiyear projects. So that after completion pebangunan function can be perceived as expected.
