This research is based on the development of tourism which still get less attention from Local Government, tourism development policies are not prioritized in the midst of tourism potential is very promising and the interest of tourists is also quite high. Apart from that part of the community including managers and communities who expect the impact of tourism development quite a lot, which is expected to improve the welfare of the community. Based on the background, this study aims to (i) Analyze Tourism Development by Analyzing the direction of development of Regional Tourism. (ii) To analyze any obstacles faced in Tourism Development by analyzing the factors inhibiting the direction of development of Regional Tourism. This research uses qualitative research method, data collection method is done by interview and observation through field research. The results show that (i) Tourism development has not been maximized by Local Government. With not yet made RIPPDA (Master Plan of Tourism Development Area) so make concept of tourism development not yet clear. Tourism has not yet become a regional priority scale. Lack of policy from the local government resulted in the development of tourism does not develop maximally. (ii) Obstacles faced in Tourism Development namely, Lack of human resources in Tourism, Inability of local executives in utilizing their power for tourism development, Financing of tourism development is still minimal.
