Poverty is a complex problem in case of the incapability of the people to fulfill their needs of food, health, education, and other needs. Fulfillment rights of home became one of imperative component that have to be concerned. The government of Pekanbaru City has made up a habitable home program which aims to reduce the burden of the poor in order to fulfill the basic rights in form as habitable home. This research aims to analyze the policy of Habitable Home Program for 2013-2015 and the obstacles that appear during the period of its implementation. This research uses qualitative-descriptive, the data collection that being used in this research is indepth interview methods, observation and documentation.
The result of this research explains that: First, the management of Habitable Home Program by Local Community Organizations in Pekanbaru City since 2013 until 2015 could be explained in 4 steps, they are planning, organizing, actuating and controlling. Second, the frequent obstacles are, on deciding the priority of beneficiaries over the Habitable Home Program, lack of donations, the timeliness of implementation, the delays of beneficiaries candidate’s data submission, lack of socialization, the difficulty on seeks the construction labours.
