Pelayanan Izin Usaha Trayek Kendaraan Umum Travel Antar Kota Provinsi Riau Tahun 2015-2016

The Transportation Department of Riau Province is a government implementing element that carries out government affairs in the field of transportation, led by the head of the department that is under and is responsible to the Governor of Riau Province. The Transportation Department of Riau Province has the task of carrying out the tasks of a number of regional autonomy businesses and activities in their fields and carrying out some of the regional household affairs and assistance tasks in the transportation sector.
The purpose of this research is to find out how the service process for route permit management in the Riau Provincial Transportation Service in 2015-2016 and to find out the barriers in the implementation of the service for the route permit management in Riau Provincial Transportation Service. The method used in this study is a Qualitative Research Method. As for the subjects in this study were the Head of the Riau Provincial Transportation Department, Transportation Study Staff of the Riau Transportation Department, Riau Provincial Transportation Department Head.
The results of the research show that the author summarized it can be concluded that the Riau Provincial Transportation Department has several points, including the Riau Provincial Transportation Department that has implemented Route Licensing Services based on the established Standard Operating Procedures. The process of implementing the licensing service also has rules in place which include business operators having an orderly arrangement of route licenses and orderly paying fines if there is a delay. There are still many Business Actors who are not disciplined in conducting route business licensing and there are also business players who are disciplined in conducting route business licensing. The Transportation Department of Riau Province has obstacles in conducting licensing services including joint operations with the police that are constrained by budget funds that are not sufficiently used to cooperate with the police.
