Peranan Pemerintah Daerah Dalam Manajemen Perubahan Pada Rumah Sakit Umum Daerah Arifin Achmad Provinsi Riau
In an organization a reform or change can happen in many ways. Reform or change is related to the aspect of vision and mission in the organization. Organizations make changes to move from one position to the intended position. The purpose of this research is to know the implementation of management of change and to know the role of local government in management of change to the service performance of RSUD Arifin Achmad Pekanbaru.
The number of informants recearch are 12 people consisting of 8 employees of RSUD Arifin Achmad Pekanbaru who are really know about the management of changes in this hospital such as Head of General Affairs, Head of Financial Planning, Head of Human Resources, Head of Training and 3 Section heads in each of these sections, 2 patient families and 2 patients. Data analysis is using qualitative descriptive method.
The results stated that the role of Riau province government in the management of change in Arifin Achmad Hospital has not been optimal, especially in terms of supervision so that the process of changing hospital to a better direction has not materialized. But the support of the provincial government budget for improving facilities and infrastructure of RSUD Arifin Achmad had increase over the last 5 (five) years. Arifin Achmad Hospital has implemented the management of change to improve the services provided to the community, covering aspects of content, people and process that is planning and implementation by hospital management by referring to existing policies and regulations. The management of change done in RSUD Arifin Ahmad has not run effectively. In addition, the support from employees in implementing management of change is also not optimal because it is still found disciplinary violations by the hospital staff.
