Analisis Daya Saing Usahatani Kopi Liberika Di Kabupaten Kepulauan Meranti Provinsi Riau Dengan Policy Analysis Matrix (Pam)

Coffee is one of the leading commodities and important for the District of Meranti Islands. In Kabupaten Kepulauan Meranti, coffee is a commodity that became one of the region's superior commodities. Currently the issue of regional strategy as stated in RPJM of Kepulauan Meranti Regency 2016 - 2021 is increasing the competitiveness of agricultural products. This paper aims to 1) Analyze the competitive advantage of liberal coffee farming system in Meranti District, 2) Analyze the comparative advantages of coffee farming in the district of Meranti, 3) Analyze the impact of government policies on the competitiveness of coffee liberica in the District of Meranti Islands and 4) Analyze the sensitivity The competitiveness of coffee liberica on changes in input output. This study was conducted by Stratified random sampling method with the sample number of 54 respondents. Determination of writing area is done intentionally (purposive).
The result of analysis using Policy Analiysis Matrix (PAM) method found that liberal coffee farming in Meranti Islands Regency has high competitiveness, (competitive advantage and comparative advantage) this is known by small PCR and DRCR value of one that is 0,39 dan0 , 07. For government policy on output. For the value of positive Transfer factor 11,950 indicates the existence of government policy toward domestic input in the form of tax. For input - output policy has not been effective yet or current government policies are less supportive or protect coffee farmers in the Meranti Islands District. This government policy occurs in the coffee trade so that coffee farmers can not accept the price of coffee as social prices, this is due to the coffee marketing chain that must be through the farmers. The results of sensitivity analysis show that the liberal coffee farming business still has good competitiveness (competitive and comparative advantage) although there is a change of input and output with the assumption of other fixed factor (ceteris paribus) seen with PCR and DRCR value remained below 1.
