Forest management issues often cause conflicts and dynamics in them, including the Village Forest program in Kenegerian Village Forest Gunung Sahilan, Kampar District, the dynamics and conflicts in Village Forest management are problems that often arise in forest management efforts in Indonesia, this study aims to identify dynamics and conflicts that occur in the management of the Gunung Sahilan Kenegerian Village Forest. The research method used is qualitative with an ethnographic approach, the use of an ethnographic strategy aimed at digging up accurate data about the culture and local wisdom contained in the area of the village forest that influences how the forest is managed. The results showed that there were institutional conflicts in the management of village forests, conflicts that formed were fertile and horizontal conflicts, both between fellow members of the institution, the community, the Village Government and external parties.
