There are two unresponsive regulations that have been canceled by the ministry from 3,143 local regulations on ID card and regional regulation on telecommunication levies and other local regulations such as garbage regulation, parker regulation, and local regulation Wallet that is not effective even controversial.

The authority for the establishment of a Regional Regulation is one of the forms of regional autonomy in regulating the affairs of the regional household or the affairs of regional government. Perda is a strategic instrument as a means to achieve decentralization objectives. In the context of regional autonomy, the existence of local regulations in principle play a role in encouraging decentralization to the maximum by involving Public Participation to ensure the creation of responsive Legal Products.

The main issues in this research are: 1) How is the process of formulating local regulations in Pekanbaru City, 2) How is the concept of Public Participation Strengthening In Local Regulation InPekanbaru City based on Responsive law.

Research method used by sociological juridical approach, that is approach to problem that focuses on research conducted in the field. This research is done by making the identification of law and how the effectiveness of law implementation is valid in society. In addition, it also conducts research on other legal literature materials related to the issues under study.

The result of the research get a conclusion that the formation of PerdaPekanbaru City refers in Law Number 23 Year 2014 about Local Government, Act RI Number 12 Year 2011, Government Regulation Number 16 Year 2010 about Guidance of Formulation of Regulation of Regional Representative Council about Standing Orders of House of Representatives Region, Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 80 Year 2015 on the Establishment of Regional Law Products and the Rules of Procedure of DPRD Pekanbaru City Number / KPTS / DPRD / 2014 on the Standing Orders of DPRD Pekanbaru City. Subsequent Strengthening of Public Participation in the Formation of Regional Regulation of Pekanbaru City based on responsive law begins with planning, academic manuscript involving various parties (Experts, DPRD, SKPD, Vertical instances, community figures, business actors, customary figures, religious figures) in every process of discussion Until public exposure and test stage.
