Perubahan Mata Pencaharian Dan Pendapatan Anak Buah Kapal Pukat Hela (Trawls)Sejak Berlakunya Peraturan Menteri Kelautan Dan Perikanan No.02/Permen-Kp/2015 Di Kabupaten Tapanuli Tengah Provinsi Sumatera Utara
The fishermen in Central Tapanuli are large boat fishermen whose average weight capacity reaches or above 30 GT (Gross Tonage). The fishing gear that is commonly used by large boat fishermen in Central Tapanuli is the Trawl fishing gear (Trawling). But the use of Trawlers threatens sustainability because it results in damage to ecosystems and a decrease in fish resources. Therefore in 2015 the Minister of Maritime Affairs and Fisheries Regulation No.02/PERMEN-KP/2015 was issued regarding the prohibition of using Trawls. It has a direct impact on the ship owner and has a huge impact on the crew who only depend their lives on the work both in terms of economic and social aspects.
The purpose of this study was to determine the changes in employment and income of Ships since the entry into force of the Minister of Maritime Affairs and Fisheries Regulation No.02/PERMEN-KP/2015 concerning the prohibition of using Trawls. This research was conducted in May 2019 in Pondok Batu Village. This study uses survey methods and the data taken are primary and secondary data. Primary data obtained through questionnaires while secondary data in the form of data from related agencies. The analysis was carried out in a descriptive manner and using the Wilcoxon Test analysis. The results of the study showed that the enactment of the Minister of Maritime Affairs and Fisheries Regulation No.02/PERMEN-KP/2015 resulted in the shifting of the work of Trawls to become Trawls for Tuna and Trawler Seats. The Wilcoxon Test Analysis also shows that there is a difference between the revenue of Ship Men before and after the enactment of the Minister of Maritime Affairs and Fisheries Regulation No.02/PERMEN-KP/2015.
