This research was aimed to describe the Nagari Regulation No. 3 year 2004 concerning the Rules of Fishing from the aspects of history, socialization, content of regulations, and implementation. Knowing the socio-economic conditions of the community before and after the existence of the nagari regulations. To find out the positive impacts and negative impacts. The method used is a case study method with a qualitative approach, data collection by interviewing the determination of informants using purposive sampling techniques, amounting to 16 people.
The results of this study indicate that Nagari Regulation No. 3 year 2004 was formed in response to the use of fishing gear that is not environmentally friendly. The number and species of fish before the nagari regulation tend to be more than after the nagari regulation, the catch of fish tends to decrease after the nagari regulation is applied compared to before. The positive impact is that the population is better able to protect the environment, not to over-exploit. The negative impact is the decline in catches of fishermen, and switch professions.
