This research constituted by Law No. 6 2014, as an effort to develop independence and public welfare by improving the knowledge, attitudes, skills, behavior, ability, awareness, and utilize resources through the establishment of policies programs, activities and assistance in accordance with the essence of the problem and the priority needs of vilagers communities. Furthermore, the Ministry of Villages issued PermendesaNo. 3 2015 which regulates village assistance. Empowering communities through assistance, organization, direction and village facilitation and Operational Standards and Procedures as coaching and controling assistants.

The purpose of the study was to analyze the implementation of assistance and administrative tasks and their constraints on the Villagers Development and Empowerment program (P3MD) in Tambang District, Kampar Regency.

The method used in this research is descriptive qualitative. Primary data used were obtained directly from research sources namely the Chief of Village, Village Assistants, PLD, TAPM and other P3MD program implementers.

The results showed that the implementation of P3MD assistance has not gone well, it can be seen from the aspects of facilitation of socialization, facilitation of village regeneration, facilitation of cooperation between villages and third parties, facilitation of coordination of village sectoral activities and related parties, facilitation of empowering women, children and people with disabilities and poor groups still. Besides the assistance tasks, administrative tasks are still not running smoothly. The constraints on the implementation of assistance and administrative tasks including Village Assistants are less creative in interpreting policies and regulations that have been made by the government; do not optimal in providing innovation to the village; and the village cadres have not been able to cooperate with Village Assistants in facilitating activities in the village.

Therefore, it is a need to increase capacity, technical guidance and other training for Village Assistants in improving their facilitation performance. It takes a strong desire and willingness to implement the village innovations and interpret existing policies and regulations and be creative at work.
