Implementation of diversion in narcotic crime by children is not running optimally termsuk in the protection of victims that is restorative justice. This is of concern in the application of diversion at the police level. In 2015 through 2016 the narcotic crime committed by a child there are two (2) cases and six (6) children as perpetrators and victims. The purpose of this thesis, namely; First, the application of diversion in narcotic crime by children are associated with the protection of victims based on the principles of restorative justice in the City Police Pekanbaru, secondly, issues of implementing diversion in narcotic crime by children are associated with the protection of victims based on the principles of restorative justice in the City Police Pekanbaru, third , efforts to resolve the issues of implementing diversion in narcotic crime by children are associated with the protection of victims based on the principles of restorative justice in Pekanbaru City Police.
This type of research can be classified types of juridical sociological research. Because in this study the authors directly conduct research on the location or place in carefully in order to provide complete and clear picture of the issues examined. The research was done in Pekanbaru City Police. While the study population are visible Resnarkoba, Investigator Resnarkoba and children as perpetrators of abuse of narcotic crime. The data used are primary data and secondary data and data collection techniques using interviews and literature study. Technical analysis of qualitative techniques in a deductive conclusion.
From the results of research and discussion can be concluded that, first, the application of diversion in narcotic crime by children are associated with the protection of victims based on the principles of restorative justice in the City Police Pekanbaru not running optimally, because in doing the role of police is not maximized in the efforts diversion which police shall make diversion that has been regulated in Law No. 11 of 2012 on Child Criminal Justice System. Second, issues of implementing diversion in narcotic crime by children are associated with the protection of victims based on the principles of restorative justice in Pekanbaru City Police include internal factors, namely; investigation case handling time is too short, limited forensic laboratories, the inspection process at BAPAS, lack of knowledge of the investigator and the investigator children, external factors namely; Family factors, environmental factors, factors of public awareness, and the actor's own. Third, efforts to resolve the issues of implementing diversion in narcotic crime by children are associated with the protection of victims based on the principles of restorative justice in Pekanbaru City Police. includes internal factors, namely; provide more specific arrangement of diversion, external factors namely; conduct outreach activities, and community and government for more seiru in combating narcotic crime
