The development of Housing Area in Padang Island is experiencing delays in its completion from initial duration 243 days to 380 days.The purpose of this study is to: (i) identify, (ii) assess, (iii) analyze, (iv) mitigate and (v) simulate the risk of delays using Relative Importance Index (RII) methode, Stochastic Analysis method and Lean Sigma Mitigation approach. The research approach is by survey method and analysis of critical path project activity. From the results of survey variable validation, 12 risks were identified that affected to time performance project implementation. Some of the most dominant risks include: related to labor, heavy equipment, materials and mobilization. Analysis by Relative Importance Index (RII) method, obtained a ranking of 12 dominant factors and influences the delay. There are 3 most dominant factors are: 1) Worker's commitment to the completion schedule (0.93), 2) Availability of trucks, heavy equipment for loading and unloading, pontoons and Tug boats (0.89), and 3) Procurement of Materials and Material Management in field (0.85). The results by Stochastic analysis methode found that with a 95% confidence level the possibility of the project can be completed within 307 days, while the duration of the plan is 243 days. Then risk mitigation with the Lean Sigma Approach by applying the DMAIC method and the Improvement framework using Just In Time (JIT), Mistake Proofing and Prevention (Poka-yoke), Do Right At The First Time and Total Productive Maintenance (TPM) found that the level confidence 95% duration of project completion is 288 days, meaning that it can reduce delays in project completion by 24% from the actual project delay.
