Indonesia as a big and wide of country have problems of complex development. Various development program have been to lessen problems of economic social and limitation of physical, but not yet maximal special in frontier area. Pursuant to mentioned above, government execute program development of more focussed by left behind area at acceleration of development in area which condition of social, cultural, economics, monetary of area, aksesibilitas, and also the availibility of left behind still infrastructure compared to with other area.
The objectives of this research are to find out and analyze implementation of development in region frontier of left behind, front and external area (Case Study Infrastructur development in Kecamatan Kempas Kabupaten Indragiri Hilir), impeller factor and resistor of infrastructur development in Kecamatan Kempas Kabupaten Indragiri Hulu. This research type is quanlitatif descriptive approach. Research location in Kecamatan Kempas Kabupaten Inhil. Technique in collection of sampel use sampling purposive technic. Data analysis use descriptive method of analysis. Technique analysis data is data collection, data reduction, data display, conclution drawing and verification.
The result of research is implemention of development in spacially frointier area Kecamatan Kempas Kabupaten Indragiri Hilir is not good in generalization of infrastructur development. As for factor impeller implementation of development in frontier area is society participation and caring of society, while its resistor factor that is limitation of budget and conflict of authority.
