Pengaruh Kompetensi Sumber Daya Manusia Dan Komitmen Organisasi Terhadap Kesiapan Pemerintah Daerah Dalam Penerapan Pp Nomor 12 Tahun 2019 (Studi Empiris Pada Organisasi Perangkat Daerah Pemerintah Provinsi Riau)
ABSTRACT
This study aims to examine the effect of human resources competency and
organizational commitment on the readiness of local government in the implementation
government regulation number 12 of 2019. The population in this study is all of regional
work unit in Riau Provincial Government, Sample in this study amounted to 27 regional work
units with 108 respondents with the method of determining the sample is by using census
sampling method. This study uses primary data by distributing questionnaires. The method
used in this study is multiple linear regression analysis with Statistical Product and Service
Solution (SPSS) version 25.0. The result of this study indicate that the human resources
competency give a significant influence on the readiness of local government in the
implementation government regulation number 12 of 2019 with a significance level 0.000 <
0.05, and organizational commitment give a significant influence on the readiness of local
government in the implementation government regulation number 12 of 2019 with a
significance level 0.007 < 0.05. The result of determination coefficient test (Adjusted R²)
shows that 61,4% of readiness of local government in implementation government regulation
number 12 of 2019 can be explained by independent variable, while the remaining 38,6% is
explained by other variable which is not in this research.
