ABSTRACT
This study aims to determine the effect of Human Resources, Bureaucratic Structure, and community participation in implementing the policy of village fund allocation in villages located in Indragiri Hulu Regency. This type of research is an empirical study using a quantitative descriptive approach. Data collection techniques used are by distributing questionnaires. The population in this study were all villages in Rengat District, West Rengat District, Lirik District, and Pasir Penyu District. The sampling technique is by purposive sampling. The sample in this study was the Village Head, Village Secretary, Village Treasurer, Village Consultative Board, Management of Non-Governmental Organizations, and Community Leaders. Data analysis technique used was quantitative descriptive analysis. The data used in this study are primary data. The results of this study indicate that human resources, bureaucratic structure, and community participation influence the implementation of village fund allocation policies in Indragiri Hulu Regency. This is evidenced by the significant value of the human resource variable of 0.001, the significant value of the bureaucratic structure variable of 0.004, and the significant value of the community participation variable of 0.003.
