Analisis Pengelolaan Limbah Medis Padat Di Puskesmas Kota Pekanbaru
Environmental matters are deeply connected to the area of health. Obtaining the health society required a good and healthy environment. The pollution causes environmental destruction which having impact on declining of environmental capabilities to heal. Even, that also could cause bad impact such as diseases and natural disasters to human kind. According to The Assessment and Application of Technology Agency (BPPT) in Astuti and Purnama (2014), mentioned that the environmental degradation issues are lately increasing.
This study aims to analyze the factors (that is ecology, economy, and social factor) simultaneously and partially against solid medical waste management at Public Health Center in Pekanbaru City. So the writer could study the most influential factor on that solid medical waste management at Public Health Center in Pekanbaru City.
This study is conducted on February to March 2020 at 9 Public Health Centers in Pekanbaru City, Riau Province. The data analysis used to analyze the factors with multivariate multiple linear regression. The populations in this study are the head of each Public Health Centers including their officers in charge. The samples are that 9 Public Health Centers along with 18 persons that been mentioned before. Writer did cluster random sampling which based on spesific group and area.
The study's results showed that the economy factor significantly influenced on solid medical waste management. It pertained to the available budget on solid medical waste management at Public Health Centers in Pekanbaru City. The budget affected much at tools supply up to operational costs on solid medical waste management. Budget is a crucial factor that influence the quality of country's people's health. Everyone hope that government's political’s will on health budget's policy could play a role for a better and reliable health systems (Adisasmito, 2012). For operational matters, Public Health Center needs the budget's source for each their activities, including the waste management. The study also indicated how the Public Health Centers manage their available budgets to support the waste management's process, operational costs, tools supply, and repairment. 2 of 9 Public Health Centers, namely Public Health Center of Lima Puluh and Public Health Center of Senapelan, stated that all the budgets they got were quite enough for their activities.
This study was in line with Dyat Pratiwi's study (2013) which declared that budgets influenced on solid medical waste management at Public Health Center in Pati Regency. Based on that study, the economy factor at Public Health Center was not optimum yet. It meant that the allocated budget still not quite enough to support and upgrade the quality of waste management.
This study's result also pointed that social factor was significantly effect on solid medical waste management. The indicators are the knowledge, the ethics, the acts, and the educations. The officer's knowledge are important. According to the interview with the respondent, writer found that their knowledge were not sufficiently yet. This is indicated by their capability in separating the medical waste and regular waste. It was very dangerous for environmental and public's health such as part of body tissue's liquid that discarded to regular public trash could harm the water environment and could cause several infectious diseases like typhus, hepatitis, and others.
This study's results were also in line with Andarnita's study (2012) in Banda Aceh pointed that most of officer's knowledge were pretty far from good on solid medical waste management. Giving technical education and training regularly would overcome the problems. The results were in line as well with Komang and Ansysiah (2019) which indicated that knowledge, ethics, and acts effect on solid medical waste management. Based on the interviews with the respondent, known that the acts of the officers were also not impeccable yet. This caused by the lack of human resources in managing. The officers were also in charge as sanitarian officer to educate society and other additional duties. And not only by that, most Public Health Center not having adequate supporting facilities yet in standard waste management.
Writer conclude that ecology, economy, and social factor were influencing significantly and simultaneously on solid medical waste management at Public Health Centers in Pekanbaru City. Those 3 factors are main variables that need to be concerned of on solid medical waste management and have to be managed thoroughly. Those 3 variables hold 96,3% effects on solid medical waste management, whereas other 3,7% effected by other variables that is not on this study. Factor economy is the most influencer on solid medical waste management at Public Health Centers in Pekanbaru. This indicates that budgets are main limiting factor. That is why, the ecology, economy, and social factor's condition are not optimum yet so that solid medical waste management is not appropriate yet to the standard.
