The issue of waste is still the most priority for the city of Pekanbaru, even several times the Department of Environment and Hygiene (DLHK) Pekanbaru City is often reviled questions about their performance in waste management in Pekanbaru. The policy on waste management carried out by the government so far can be said to be less effective. The waste management that is carried out is still oriented to the completion of waste disposal, this is due to the absence of a professional waste management system planning. The problem of waste is still not getting attention in terms of policy compared to other problems in urban development and development. Government policies are very clear but the implementation of these policies still needs to be improved. This is because the policy already exists but the question is whether the public already knows the government has a policy related to waste management. In addition, the public does not yet know broadly how the role of the government as a regulator or has a policy to be implemented
Sampling in this study using purposive sampling technique sampling. Multiple linear regression analysis test using the SPSS program to determine the role of government as a regulator and service provider in Domestic waste management at the research location. A study on the role of the government as a regulator and service provider on domestic waste April 2020 in. The survey were done in Delima Village, Tampan Sub-District of Pekanbaru City. Community on the stakeholder were sampled purposively for twenty people, and interviewed according to criteria (1) living in Delima Village, (2) family living around the piles up of domestic garbage, and (3) person involving in local waste management. The result appeared that the government has not regulated significantly (t < 0.05). While the government role as a service provider in domestic waste management were significantly done.
