ABSTRACT
The police as executor and law enforcement have the duty to maintain
security within the Republic of Indonesia and are given the authority to conduct
crime prevention and eradication. The existence of the police as the spearhead in the
initial position of implementing the justice system is obliged to carry out its duties
and authority as law enforcers. However, there are some police officers who even
abuse their authority by using and distributing illegal drugs or drugs. This of course
can cause a loss of public trust in the police to provide legal certainty.
The author uses the type of sociological research, legal research that is
sociological juridical namely a research that emphasizes science (juridical) but
besides that it also seeks to examine the rules of law that apply in society and
problems in society. By using primary and secondary data obtained through
interviews.
The results of research conducted at the Pekanbaru City Police
Department in the last 3 (three) years, there were 15 cases of police using narcotics
that have been revealed, but even though it has been revealed, the application of the
sanctions themselves differ, and sanctions are given lighter so it does not cause
deterrent effect on police using narcotics. And there are still obstacles in the
application of sanctions.
