Strategi Pencegahan Kebakaran Lahan Berbasis Masyarakat Desa Kuala Terusan Kecamatan Pangkalan Kerinci Kabupaten Pelalawan Provinsi Riau
Since 2015, the Regional Government of Pelalawan Regency in Riau Province has been encouraging community participation as one of the efforts to prevent and control land fires through the establishment of the Fire Care Group, the Fire Care Farmers Group (KTPA) and the formation of a fire brigade team (Regdam). But in reality a number of hotspots are still being found, in 2015 were found 13 hotspots, in 2016 as many as 2 hotspots, in 2017 as many as 2 hotspots, and in 2018 as many as 3 hotspots that occurred on plantation land (data from the plantation and livestock service office) Pelalawan Regency). In addition, hotspots are still found which indicate the lack of optimal MPA and KTPA and Regdam in preventing land fires in Kuala Terusan Village. Data on the area of burned land collected by the Plantation and Animal Husbandry Office of Pelalawan Regency, for 4 years (2015 - 2018) shows that there are still land fires from year to year. Based on the explanation above in the context of preventing land fires in Kuala Terusan Village, the formulation of Community-based land fire prevention strategies in the Kuala Terusan Village required community participation to prevent land fires. It is important to know the potential of the community to be involved in preventing land fires. This study aims to identify and analyze field information about fires (fire characteristics) of land in Kuala Terusan village, find out and analyze community capacities (knowledge and attitudes, local wisdom and participation) related to prevention of land fires in Kuala Terusan Village and formulate land-based fire prevention strategies community in Pelalawan Regency The research was carried out in Kuala Terusan Village, Pangkalan Kerinci District, Pelalawan Regency, Riau Province, from October 2018 to October 2019. The method in this study used a survey method. The population used in this study were all members of the Tuah Negeri and Tanjung Mandiri farmer groups owning land in Kuala Terusan Village. Data collection (knowledge, attitudes, and participation) of the community is carried out on all members of the Tuah Negeri and Tanjung Mandiri farmer groups (census) of 30 families. Consideration of the election, due to routine Kuala Terusan village land fires since 2015 and the location is directly adjacent to the governmental office complex Pelalawan Regency. Key informants included the Head of the Pelalawan District Disaster and Fire Management Agency, the Head of the Fire Regulations of the Pelalawan Regency Plantation Office, the Head of the Kuala Terusan Village, Community Leaders, the Head of the Tuah Negeri Farmer Group and the Head of the Tanjung Mandiri Farmer Group. From the results and discussion that have been carried out in this study, it can be concluded that one of the factors affecting the level of vulnerability of forest and land fires is the distance of the hotspot to the road and the distance of the hotspot to the river. In Kuala Terusan Village The hotspot distance from the road is 3-4 Km and the hotspot distance from the river is 5 Km. Knowledge and attitudes of the community are still low in controlling land fires, this is due to the limited facilities and infrastructure. In local wisdom, the community carries out wood felling and shrubland and then collected using a track system and left to rot, not carrying out burning land when clearing land. Community participation is high in preventing land fires in Kuala Terusan Village. The community-based land fire prevention strategy in Pelalawan Regency is to increase community knowledge and attitudes in efforts to prevent land fires and maximize the resources available to the government with the capacity of rural communities in efforts to overcome drought through building reservoirs, making canal blocking on peatlands and providing preventive infrastructure land fires to farmer groups.
