Development program of Communal Wastewater Treatment Plant (WWTP). In its implementation, this activity emphasizes the involvement of the community as a whole in terms of improving the quality of infrastructure and sanitary facilities in urban areas. This research was conducted in RT.04 / RW.07 in Tuah Karya Village, Tampan District. The purpose of this study is to analyze the inhibiting factors of Communal WWTP in the pre-construction, construction, post-operational construction period. The research method used was a qualitative case study design with 9 informants. This study uses structured interview guidelines, using voice recorder as a recorder for both audio and documentation with video and stationery. The type of data in this study are primary data and secondary data. To analyze in this study is to summarize the interview day. Information collected from informants is grouped into the same categories according to the topic of the discussion. The results show that the operational inhibiting factors in the pre-construction period experienced a pen and outreach that were felt to be inadequate, the signing of the commitment of citizens to accept and implement the program also had not been carried out well. neighbor RT03 affected by making outlets in their area, until dismantling the WWTP outlet pipe In the post-contract or operational period is the height of the main WWTP pipes, the connection costs are quite high, so that at this time SR is attached with property of 5 (five) houses nearest location from the WWTP unit By knowing the problem, it is expected that all parties will be able to develop work so that the sustainability of the WWTP operations can be carried out.
