Analisis Pengelolaan Air Program Pamsimas Sebagai Sumber Air Bersih Di Kecamatan Kuantan Mudik Kabupaten Kuantan Singingi
Water is one of the environmental elements that is needed to support all human activities. In line with population growth and the industrial sector, the need for clean water continues to increase. An increase in the need for clean water if not balanced with sources of water productivity, will lead to a clean water crisis. One of the government programs to improve safe access to drinking water and rural sanitation with a community-based approach is the Pamsimas Program. Indicators of sustainability in the Pamsimas Program are the quantity and quality of water sources, management policies and management strategies of the Pamsimas Program. Muaro Tombang Village, Sungai Manau Village and Bukit Kauman Village are villages located on the edge of the Kuantan River, Kuantan Mudik Subdistrict, Kuantan Singingi District which implemented the Pamsimas Program in 2018, all three villages are villages in Kuantan Mudik Sub-District that do not yet have access to clean water facilities 100% worth. Muaro Tombang Village and Manau Village Village are villages that can achieve the handover of the Pamsimas Program on the condition of 25 House Connections (SR), while Bukit Kauman Village is a village that cannot reach the handover with 25 House Connections (SR). In this case an assessment of the quantity and quality of the Pamsimas Program water is needed, the community's perception of the management policy and the Pamsimas Program management strategy. The method used in this study is a survey method. Calculation of water quantity is carried out ex-situ and in-situ in the field, measurements of water quality for physical, chemical and biological parameters are carried out ex-situ and the Riau Provincial Health Laboratory. Public perception of the management policies and management strategies of the Pamsimas Program is carried out ex-situ and in-situ in the field by distributing questionnaires that have been tested for eligibility, namely the validity and reliability of the instruments. The method is used to determine the Pamsimas Program management system in meeting the water needs of the community of Muaro Tombang Village, Sungai Manau Village and Bukit Kauman Village. The study was conducted in December 2019 to January 2020. The sample of this study were 91 people of Muaro Tombang Village, 81 people of Sungai Manau Village and 81 people of Bukit Kauman Village consisting of the Village Government, KPSPAMS members, Community Facilitators, people who had used Connection Houses (SR), people who have not used the House Connection (SR) and the community that uses the Public Faucet (KU). Data collection tools such as digital cameras, stationery and meters. The material in this study is data from the villagers, hydrological books, technical guidelines (Technical Guidelines) for hydraulic calculations, Pumping Test results, questionnaire sheets and observation sheets. Water quantity data analysis in this study consisted of population projections, fluctuations in clean water

requirements, calculation of reservoir volume and pumping test results. Water quality data analysis consists of physical parameters, chemical parameters and biological parameters. Calculation of the level of community perception of the management of the Pamsimas Program uses a Likert Scale questionnaire with the most analysis (mode). Analysis of the data used to determine the right strategy for the management of the Pamsimas Program in Muaro Tombang Village, Manau Village and Bukit Kauman Village is based on SWOT.
Based on the analysis of water management data for the Pamsimas Program in Muaro Tombang Village, Sungai Manau Village and Bukit Kauman Village, data on water quantity in the three villages were viewed in terms of discharge and minimum reservoir capacity meeting community needs. Water quality in the three villages contained several parameters that did not meet quality standard requirements of the Minister of Health Regulation No. 416 of 1990 concerning Clean Water Quality Requirements, so that it needs to be treated for water Pamsimas Program. Public perceptions about the socio-economic and management policies of the Puarimas Program Muaro Tombang Village and Sungai Manau Village are included in the agreed category, while the community's perception of the socio-economic and management policies of the Bukit Kauman Village Pamsimas Program are in the neutral category. The right strategy used for the management of the Pamsimas Program in the three villages is the aggressive strategy (Growth Oriented Strategy), which is the management of the Pamsimas Program in certain segments in an intensive and broader manner. In this research the strategies that need to be prioritized for the management of the Pamsimas Program in the three villages are: Encouraging the community to participate in the form of proposals, criticisms, suggestions, expertise and contributions to the Pamsimas Program activities to obtain funding for the development of the Pamsimas Program in achieving Universal Access (Access 100 %) clean water; Community Facilitators assist and assist in strengthening KPSPAMS so that they can mobilize the community to participate and the aspirations of the community can be well coordinated, mediating the follow-up of the results of monitoring and evaluation of the Pamsimas Program and motivating the community to not be affected by charity empowerment programs; The Village Government, the District Government and the Regional Government of Kuantan Singingi Regency are cooperating in achieving Universal Access (Access 100%) through funding assistance for the Development of the Pamsimas Program; Improving the quality, quantity, affordability and sustainability of clean water through funding for the development of the Pamsimas Program; Village Government, Subdistrict Government and Local Government are working together with Sanitarians in raising public awareness about the importance of clean water through Clean and Healthy Lifestyle activities (PHBS) and the importance of knowledge of the Pamsimas Program regulations or Technical Guidelines (Technical Guidelines); Encourage public awareness in caring for and maintaining together the Pamsimas Program.
