Strategi Ruang Terbuka Hijau (RTH) Pemakaman Di Kota Pekanbaru
This research concerning Pekanbaru cemetery green open-space, Tampan public cemetery was chosen due to the fact that it was the largest public cemetery in Pekanbaru and thus it can represented other cemeteries, the weight of its existence was prominent due to the location that was Tampan sub-district with the largest population and it was only filled at 30 % of its capacity so it was relatively easy to be reorganized.
The first objective of this research was to evaluate the suitability of cemetery green open-space Tampan public cemetery with 2 guidelines which were Perda Kota Pekanbaru No. 3 Tahun 2012 and Permenpu No. 5 Tahu 2008. This was done by comparing the condition of Tampan public cemetery which was obtained by field observation with parameters required in the guidelines. The results, Tampan public cemetery complied 3 out of 5 parameter regulated by Perda, which were the size of the grave slots, hardening and block distribution parameters. For Permenpu guidelines, Tampan public cemetery complied to 5 out of 8 required parameters, which were hardening, block distribution, block limits, outermost borders and cemetery green space. The factors that caused the low rate of implementations of these guidelines in Tampan public cemetery were due to the technical specified size was not included tolerance and the disposition that was not complied to the guidelines were also due to the lack of socialization of the guidelines and the communication of the management.
The second objective was to analyze public’s perception and preferences concerning Tampan public cemetery, green open-space in general and cemetery green open-space, by using questionnaire, the population was the citizen of Pekanbaru who could enjoy the benefit of cemetery green open-space in the city area, the samples were the people who were encountered in Tampan public cemetery in the time period of May 2020. The condition of Tampan public cemetery that was lacking of vegetations and security facility triggered the poor results due to the perception concerning the beauty, cleanliness, cosiness, security, and management service of Tampan public cemetery. Green open-space perceptions were generally good, indicated by the majority of the respondents already knew and aware of the importance of green open-space, but the hot temperature, the high level of air pollution and the frequency of floodings caused the assessment of the environmental condition of Pekanbaru City at adequate level. Concerning the perception of cemetery open-space, the majority of respondents didn’t have prior knowledge that public cemetery was part of green open-space. But after knowing, respondents believed that cemetery green open-space was influential and important for the environment and also willing to participate in the planning and management. open-space was majority of the respondents seek the benefit for the environment which prioritized the comfort during visit, softscape selection was vegetational shades. The characteristics of respondents such as gender, education, profession, and income were affecting the preference in beneficiary aspect, factor, vegetational landscape element, and grave aspect.
The last objective was to formulate strategy for cemetery green open-space in Pekanbaru using SWOT method, the respondents were Housing and Settlement Office of Pekanbaru, Regional Development Planning Agency of Pekanbaru and Public Work Spatial Planning Office of Pekanbaru. IFAS EFAS quadrant was located in weakness opportunity quadrant with strategy to hasten the approval of RTRW Pekanbaru, optimized the management of the cemetery and encompassing outside participation.
