Implikasi Pelaksanaan Peraturan Pemerintah Nomor 43 Tahun 2014 Tentang Peraturan Pelaksanaan Undang-Undang Nomor 6 Tahun 2014 Tentang Desa Terhadap Kewenangan Pengelolaan Keuangan Desa Dalam Upaya Mewujudkan Pembangunan Partisipatif
This study aims to analyze the implications of implementing Government
Regulation Number 34 of 2014 on village financial management in an effort to
realize participatory development. In this study, the focus is on two main
problems, namely how the implications and ideal forms of implementing
government regulation number 34 of 2014 on the authority of village financial
management in an effort to realize participatory development. This study uses a
normative legal research method in which the data collected is analyzed with
sentences associated with existing theories.
The results show that after the enactment of Government Regulation
Number 43 of 2014 concerning Implementation Regulations of Law Number 14 of
2014 concerning Villages in general, it has direct implications for the authority of
the Village in managing its finances. Where the Village government has the
authority to manage its own household / Village autonomy. The ideal form of
Village authority according to Government Regulation of the Republic of
Indonesia Number 34 of 2014 concerning Implementation Regulations of Law
Number 6 of 2014 concerning Villages is in managing Village finances, Village
government and Village apparatus must involve all levels of Village society in an
effort to realize participatory development in the form of a forum Village
deliberations at each stage of development starting from the stages of
preparation, planning, implementation and supervision.
However, in reality in the field there are still rules that are violated where
sometimes there are still stages that are passed just to fulfill the administrative
requirements only to not carry out these stages optimally with the villagers.
To overcome these problems and obstacles, better regulations are needed
so that the implementation of development in the Village can run properly as
mandated in Law Number 6 of 2014 concerning Villages. The Central
Government and Regional Governments need to carry out continuous supervision
of the Village Government by not overriding the existing Village autonomy so that
it can run in accordance with statutory regulations.
