This research is motivated by the facts that the 2013 curriculum has not been implemented optimally. This is due to a change in regulations. The change in regulations has an impact on the availability of learning tools that are still limited. So it is necessary to develop learning tools. The government has also recommended several learning models that can be applied to learning tools. Based on the results of interviews with senior high school mathematics teachers in Pekanbaru city, information was obtained that teachers had difficulty implementing the learning model recommended by the government due to the limited availability of examples of video using the learning model. Therefore it is necessary to develop video learning for the teacher.
This research is the development research that aims to produce mathematics learning tools and learning video on trigonometry material for 10th grade senior high school. The product of learning tools consists of a syllabus, lesson plans, and student worksheets. This study uses 4D development model with stages (1) Define; (2) Design; (3) Develop and (4) Disseminate.
The first stage is define which includes front-end analysis, learner analysis, concept analysis, and specifying instructional objectives. In the front-end analysis, the analysis of learning tools was carried out using interview techniques and document study. Researchers designed learning tools based on the define stage. The researcher designed the learning device which consisted of four meetings. The learning tool is developed based on a design that has been compiled and validated by three validators.
The results of the define stage obtained information that the device developed by the teacher was not in accordance with government regulation number 22 of 2016. For this season it is necessary to develop learning tools in accordance with government regulation number 22 of 2016. Based on the results of the interview, it was found that teachers had difficulty implementing the learning model recommended by the government because the availability of examples of implementing learning models is still limited. So that researchers also develop video learning as a guide for teachers in applying learning models. The results of the design stage obtained the design of the learning device and the design of the learning video scenario. The results of the develop stage obtained learning tools that have been developed and validated against these learning devices.
The results of the validation of the syllabus show that the criteria are very valid with an average score on the syllabus is 3.55. The results of the validation of

the lesson plan show that the criteria are very valid with an average score of 3.71. Student worksheet validation is valid criteria with an average of 3.38. The learning tool was tried out on five students of 10th grade MAN 2 Pekanbaru. The results of the student questionnaire at the limited test stage showed that the criteria of the student worksheet were very practical.
The results of validation and limited test show that the learning device using the discovery learning model in the trigonometric material of 10th grade senior high school is valid and practical. Meanwhile, large-scale test were not carried out due to large-scale social restrictions (PSBB) in Pekanbaru city during the COVID 19 pandemic..
