Strategi Pencegahan Kebakaran Lahan Gambut Dengan Penerapan Program Desamakmur Peduli Api Di Hutan Tanaman Industri Kabupaten Siak
Research have been held in Regency of Siak of Subdistrict Siak that is areal of concession PT. Rimba Mandau Lestari. PT. Rimba Mandau Lestari be at the geographical position among 101°54'25 - 101°59'57" BT and 0°49'41 - 0°55'44" LU broadly areal ± 5.630 Ha at December 2019. Informans in this research are countryside society of Industrial Plantation Forest who act as program beneficiaries of Desa Makmur Peduli Api, direct company delegation in concerned at Desa Makmur Peduli Api and also Government represented by related agencies on Forest Fire Prevention duties. The Technique used to determine key informans is snowball sampling technique.
The purpose of this research is are to analyze the biological, physical and chemical characteristics of Peatlands in the village area around PT. Rimba Mandau Lestari, analysing effort of prevention of forest fire and farm, knowing level of community participation in forest and land fire prevention and also compile the strategy for optimazing program implementation.
To analyse the biological, physical and chemical characteristic of peatlands, samples of peat soil were taken in the Industrial Plantation Forest concession area. Biological, Physical and Chemical Characteristic of Peatlands in PT. Rimba Mandau Lestari concession obtained from result survey and laboratory test results will be compared with peatland conditions under natural conditions.
To analyse the company’s effort to prevent forest ang land fire, an evaluation of Desa Makmur Peduli Api programs implementation is carried out in PT. RML areal. The analysis of community participation was carried out by conducting interviews with the village community who received program benefits. In-depth interviews were conducted to determine community participation based on indicators of community participation according to (Oakley,1991). SWOT analysis was conducted to develop strategies for optimizing the implementation of DMPA in Industrial Plantation Forest. Analysis made by Albert Humphrey is used to evaluate the strengths, weaknesses, opportunities and threats.
The results obtained in this study are the biological characteristics of the basic vegetation type on peatlands. One of the dominating vegetation is prawn fern. This Plant is one type of weed which is categorized as vegetation which indicates fire susceptibility to the land so it is necessary to increase awareness on that land. Physics characteristic of the research area show a high average bulk density value. High value of bulk density when compared to average bulk density of peatlands can be influenced by mineral soils at the research location. Chemical characteristics of peatlands in the research location indicate that the area is still in normal peatland condition. There were no measurement parameters that showed a significant change from natural condition.
Fire prevention effort by implementing the DMPA program had positive impact on industrial plantation forest areas. This can be seen by the decrease in the number of fires in PT RML area in past few year. DMPA program is one of

the factors that causes a decrease in the number of fires. This program still needs future development so that the deficiencies can be completed.
Level of community participation has begun to show that the implementation of Desa Makmur Peduli Api program is running well. This can be seen from the level of participation of the program recipients reaching 91 percent. This matter seen from society contribution in prevention of forest and land fire, organizational reinforcement in activity of fire prevention, society action in security areal and also society desire to alter the economics also become the strong motivation in taking part in society. Feel the responsibility start planted in society.
Strategy of optimizing the implementation of the DMPA program is to improve the cooperation between company with the society in prevention of forest and land fire especially in programs applying, inviting society to more care to peatland countryside region and its surroundings, divert people livelihood by implementing company programs. Optimize the program to work together with community to protect forest from fire, make written work procedures in implementing the DMPA program, involve the community in securing the area, promoting the culture of care for peatland to all villagers around the area.
