Trash problem nowadays becomes one of global problems, in line with the increase number of populations, it will not be apart from the increase volume of trash, meanwhile the landfills (TPA) is getting decrease of its capacity. The similar problem was experienced by Siak Regency especially at TPA Buantan Besar. The problem occurred was the trash management was not in line with the technique of management and method that has environmental insight until it causes negative impact on the environment. The enactment of Republic Indonesia Law Number: 18/2008 concerning Solid Waste Management, obliges the Provincial Government and Local Governments to provide landfills (TPA), although the increase of trash is not followed by the availability trash management facilities. This research aimed to analyze the characteristics, trash composition and behavior of the community living around TPA Buantan Besar and to formulate the trash management strategy which supports environmental conservation efforts.
The research was conducted in March-August 2020. The measurement and observation result in the field on domestic trash composition at TPA Buantan Besar shows that plastic trash (inorganic) is the most trash found (37,94%), next is the component percentage of food trash category (27,26%), leaf/ crop residues trash (8,42%), and paper (6,49%,) categories of residual trash (5,88%), metal/cans/ electronics (5,01%), wood (3,87%), rubber and leather (1,39%), cloth/textile products (1,37%) and garbage sterofoam (1,1%). The average amount of inorganic trash in TPA Buantan Besar which is produced every month has increased with the highest average amount in April of 4.791,03 kg, while the average amount of organic trash with the highest average amount in April was 2.053,30 kg. The increase in the amount and volume of waste produced is in paralel with the increase in population. Trash Management at the TPA Buantan Besar has not been implemented optimally because to the lack of transport capacity and delays in transportation from the TPS to the TPA causing trash accumulation. The community who lives around TPA Buantan Besar has good knowledge and behavior on trash management. The improvements of Buantan Besar Landfills management strategy are optimizing the commitment of Siak Regency Government on trash management through Green Siak Policy, with several alternative trash management by recycling and composting systems, optimization of the institutional system at the TPA, financing policies for trash management and adding transportation fleet facility.
Through this research, it is suggested that the provision of facilities and infrastructure for the TPA Buantan Besar including of Temporary Shelters (TPS) around the Siak District area to support the operational activities in TPA, institutional optimization and increasing community to providing space for the empowerment process for helps local governments to solve their roles and duties properly.
