Strategi Pengembangan Kawasan Ekowisata Dengan Menggunakan Model Community Based Ecotourism (CBE) Di Desa Kuala Terusan Kabupaten Pelalawan
One of the attractions in Pelalawan Regency is the Kampar River which is referred to by the local community as Kuala Terusan Beach in Kuala Terusan Village. Kuala Terusan Village is one of the oldest villages in Pangkalan Kerinci District. Currently tourism objects in Pelalawan Regency are not yet well known by tourists both local and foreign tourists.
Community-based ecotourism management in its development requires a specific strategy. To determine the development strategy, community-based ecotourism includes several stages, namely the planning stage, the implementation phase and the evaluation stage. The success and development of ecotourism must be based on eco-friendly tourism and ecotourism is about creating and satisfying a desire for nature, about exploiting the potential of tourism for conservation and development and about preventing negative impacts on ecology, culture and beauty.
Based on the research results it is known that the flora contained in Kuala Terusan is a type of peat forest and freshwater swamp forest so that there is no special flora which is a characteristic of the Kuala Terusan Village area, the fauna species in Kuala Terusan are reptile animals, mammals, birds and fish species that are in the Kampar River. Based on the calculation of physical carrying capacity (Physical Carrying Capacity / PCC) PCC values obtained for swimming / snorkeling activities can accommodate 40 people / day meaning that the Kuala Terusan river is used for swimming areas of 5,000 m2 with a total time of 8 hours provided by the area for one days, and the time tourists spend swimming for 2 hours, the number of tourists that can be accommodated for swimming activities at these locations is 40 people in one day. Swimming activity in Kuala Terusan can be categorized as over-carrying capacity because the number of tourists carrying out tourist activities exceeds the available capacity.
Activities carried out by Kuala Terusan tourist visitors are accompanied by beach tours and family picnics. The family picnic and beach tourism site has a utilization area of 3,000 m2. Carrying capacity that can accommodate tourists for beach tourism activities is 240 people / day. Facilities still need improvements such as in the processing of waste that has not been going well.
Strategies for community-based ecotourism development (CBE) in Kuala Terusan Village Pelalawan Regency include 1) Planning for community-based ecotourism development programs in Kuala Terusan Village, 2) Increasing stakeholder knowledge and awareness of community-based ecotourism development programs in Kuala Terusan Village, 3) Formulating the concept of ecotourism with the government and involving existing community groups and NGO organizations, 4) Developing food (local snacks typical of the Kuala Terusan area) by involving mothers through the PKK in Kuala Terusan Village. 5) Improve the economy of the local community by facilitating the community to occupy land for trade, 6) The government needs to take advantage of the issue of

the importance of the naturalness of the forest and natural sustainability that is in direct contact with the interests of the community and tourists so that it becomes an educational value for the community and tourists so that they want to protect the existing forest ecosystem , 7) Utilizing and laying down existing regulations to support community-based ecotourism development programs in Kuala Terusan Village.
From the results of the research that has been obtained, the manager should be active in coordinating efforts and collaborating with the government and interested parties such as investors / private sector, travel / tour owners to take advantage of the existing ecotourism potential.
