Analisis Penyelesaian Konflik Agraria Dengan Pendekatan Ekologis Antara Masyarakat Dengan Ptpn V Sei Pagar Di Desa Hangtuah Kecamatan Perhentian Raja Kabupaten Kampar
Plantation development is one of the efforts to empower natural resources. The government, through PTPN V, manages the land by planting oil palm commodities. Oil palm expansion through the PIR program with the scheme of plasma plantations is aimed at empowering communities and creating jobs. However, the existence of oil palm plantations from an environmental perspective actually causes the biodiversity of both flora and fauna to become extinct from time to time. In addition, agrarian conflicts emerged between communities and companies, such as what happened between the people of Pantai Raja Village and PTPN V Sei Pagar. The community claims the land managed by the company. This research is a qualitative research using primary and secondary data. Primary data obtained from in-depth interviews with purposive sampling at the research location. Secondary data were obtained from companies, village offices, BPS, research journals related to agrarian conflicts in the plantation sector. The data collection technique uses the triangulation method to obtain valid data. Furthermore, the data were analyzed descriptively using a problem tree so that the root of the problem and the causes and effects of the conflict between the community and the company could be explored. The root of the agrarian conflict problem in this study is that the agreement on land acquisition for KKPA has not been realized and the community's lack of understanding of land rights. This is due to lack of communication between the company and the community, limited land for the implementation of the KKPA program, the emergence of economic disparities and the transfer of land management to oil palm plantations. As a result of the conflict, among others, there were demonstrations that disrupted the company's operations, which subsequently decreased productivity and created social unrest. Conflict that was initially constructive turned into destructive. Communities occupy land and block road access. Efforts can continue to resolve conflicts between the company and the community, one of which is by using an ecological approach, namely empowering human resources to manage natural resources, namely through the KKPA program, providing CSR, and community assistance by competent groups. Conflict management can be done with various alternative solutions such as dialogue, mediation, negotiation, involvement of various parties, win-win orientation, good relations and collaboration.
