Strategi Pengelolaan Sumber Daya Air Di Kelurahan Gemilang Jaya Kecamatan Batang Tuaka Kabupaten Indragiri Hilir
This research aims to identify the potential of water resources, to determine an efficient peat water treatment in order to the water is fit for use and to determine an effective water resource management strategy for the community in Gemilang Jaya Village.
Gemilang Jaya-a village at Batang Tuaka, Indragiri Hilir, Riau, Indonesia- is a peat area having problems regarding the clean water. The necessity for clean water is very lacking, only about 30 percent, from rain water. therefore, the majority of society built a cistern for storing rainwater that it is used for daily necessities. But, if the rainwater is not processed properly, it is not healthy for consumption. In addition, the other trouble is when the long summer comes in and the cisterns are empty. The unavailability of clean water is the main reason for local people to exploit the peat water although it is physically not a standard of health especially for drinking. Moreover, until right now no one of the society know how to efficiently process the peat water becomes consumable. Therefore, to fix this problem is needed an effort to increase the stock of water with water resources managed properly.
The study was conducted from March to August 2020 with using water quality analysis, interview, water quantity analysis and SWOT analysis method. the first method, water quality analysis, was conducted to determine the quality of water commonly used by the Gemilang Jaya Village’s society as well as the proper and efficient way of treating peat water. The Interview method was done to specify the availability of raw water sources (peat water), the quality and the quantity of clean water needed. The third method was to determine the appropriate way of managing water resources, while the last method was to formulate an effective management strategy, including EFAS matrix, IFAS matrix analysis, SWOT diagram and SWOT matrix.
The outcome of this study elucidated that the potential of clean water resource availability in the Gemilang Jaya Village consists of deep drilling wells, peat swamp lakes, rivers and rainwater. Every person is in need of clean water approximately 59-liter a day. Overall, the society need clean water all year about 33,314.65 m3. It is very important for managing water resources to meet clean water needs. The management of water resources that scholar did at Gemilang Jaya Village is rainwater harvesting (PAH) and the treatment of peat water surface. This village has the rainfall about 3,681 mm per annum. It means that it will provide approximately 71.00649 x 106 m3 pa of rainfall. Meanwhile, the recommended water treatment process technique is simple enough, inexpensive and environmentally friendly, namely the method of storage and the filtration system using local resources, such as the charcoal of coconut shell and coconut coir as fibers. The implementation of a clean water management strategy is a strategy with utilizing SO “Strengths-Opportunities”. The strategy priorities the maximum support of government related to its capacity and capability in managing water resources in Gemilang Jaya Village.
