Implementasi Strategi Program Peningkatan Kualitass Hidup Dan Perlindungan Perempuan Di Provinsi Riau

This research is motivated by the fact that Riau Province as one of the provinces in Indonesia still has cases of violence against women, especially domestic violence with a high number. Riau Province has shown its seriousness in overcoming cases of violence against women by issuing Riau Regional Regulation No. 6 of 2017 concerning the protection of women’s rights from violence. The Riau Provincial Government has also established the Office of Women’s Empowerment and Child Protection to protect the rights of women and children. The Program for Life Quality Improvement and Women’s Protection is a concrete manifestation of empowering women victims of violence. These programs and activities include counseling, assistance, handling and referral activities for victims of violence against women and children throughout Riau Province through UPT Center for Integrated Services for the Protection of Women and Children in Riau Province.
The purpose of this research is to determine the strategy implementation to improve the quality of life and protection of women in Riau Province. This research uses a descriptive qualitative approach. Primary data were obtained through interviews with informants, namely the Head of UPT P2TP2A, the Head of the Protection Section for Women’s Rights and Special Rights of Children, the Head of the Handling and Recovery Section of the Integrated Service Center for the Women and Children Protection in Riau Province, the Head of Sub-Division of Administration, and the victims of domestic violence handled by UPT P2TP2A.
The result of this research indicates that the implementation of the Life Quality Improvement and Women’s Protection Program in Riau Province is good. This is can be seen from the program indicators which show that the program has been running for more than one year and the benefits of the program have been felt by the victims of domestic violence who have received treatment from the Office of Women’s Empowerment and Child Protection through UPT P2TP2A. Procedure Indicator shows that on its implementation the program of life quality improvement and women’s protection is carried out under the existing standard operating procedures. The inhibiting factors of this program are that not all regencies/cities have UPT P2TP2A and the complete expert (psychologists and lawyers) yet, as well as the SOTK transfer between employees from one position to another.
