Implementasi Kebijakan Pengadaan Tanah Tidak Lebih Dari 5 (Lima) Hektar Untuk Pembangunan Infrastruktur Ketenagalistrikan Di Provinsi Riau

Development in Indonesia is increasing, can be seen from the growth of facilities for public facilities such as school, office , hospitals, markets, settlements, toll roads, electricity infrastructure that certainly requires the availability of land as its main means. This research based on the implementation of land procurement policy for public interest in Riau , which is no more than 5 hectares for the development of electricity infrastructure. The purpose of this research is to identify and analyze land acquisition that has been carried out and the factors that influence it. In this research uses a qualitative research method approach. Primary data were obtained directly through interviews from informants. Informants in this study were from PT PLN (Persero) Unit Induk Pembangunan Sumatera Bagian Tengah, PT PLN (Persero) UPPJ Riau and Kepulauan Riau, and land owners with accidental sampling technique. The results of this study showed that there were achieved from the land acquisition implementation, namely the completion of several land acquisition works. This success is also supported by the factors that influence the policy. However, in implementation there are still areas that are influenced by factors of communication, human resources and inadequate budget. Likewise, the implementer attitude factor and the bureaucratic structure factor also support the successful implementation of the land acquisition policy for the development of electricity infrastructure.
