Evaluasi Peraturan Daerah Kabupaten Siak Nomor 11 Tahun 2001 Tentang Penempatan Tenaga Kerja Lokal Di Kecamatan Minas

The background of this research is the phenomenon in the people of Siak Regency especially Minas District which is increasingly difficult to get job opportunities in the midst of the rapid development of the business world in Minas. Many non-local residents or migrants who are interested and have worked in Minas thus narrowing opportunities for local workers to be able to work in Minas District. To protect the rights of local workers and to avoid social jealousy, a Regional Regulation was established aiming at the optimal use of local workers by various companies and or business units in Minas District.
The purpose of this study is to evaluate the Regional Regulation of Siak Regency Number 11 Year 2001 Concerning the Placement of Local Workers in Minas District and analyze what efforts can be made by the Government of Siak Regency related to the Placement of Local Workers in Minas District ?, This study uses a qualitative approach with type of exploratory research. Primary data were obtained directly through interviews from informants, namely the Head of Manpower Section / Siak Regency, Sub-District Head of Minas District, Head of PBSI Minas District, Job Seekers Community in Minas District and Local Labor.
The results showed that Regional Regulation No. 11/2001 should be continued with an improvement, namely adding criminal sanctions against the company, adding articles so that the company provides training for the local community, the company is required to provide skills training at least once a year, the given Camat can be involved into a team of investigators or supervisors for companies operating in their area and conduct joint monitoring and evaluation at least once a year. Efforts that can be made are to make it easier for the community to get a job search card to provide information on job vacancies to the community, clarify strategies and planning, tighten sanctions for companies, improve facilities and infrastructure, strengthen coordination between districts and sub-districts and build petroleum vocational schools so that the community is skilled in oil and gas and can be distributed to companies in Siak Regency.
