Evaluasi Penerapan Sistem Merit Dalam Manajemen Dan Kebijakan Aparatur Sipil Negara (ASN) Pada Pemerintah Kabupaten Rokan Hulu
This research is motivated by the Rokan Hulu Regency Government as one of the regional agencies that the central government has not assessed its merit system implementation. In addition, the low understanding of state civil servants in the Rokan Hulu District Government on the application of the merit system in the management and policies of ASN. Until now, an ideal remuneration system model has not been implemented and political intervention is strong in the district / city government. This condition is because the regional head as a Civil Service Officer (PPK) is a political official so that he does not support and understand the application of the merit system in ASN Management.
The purpose of this study was to evaluate the extent to which the implementation of the merit system in the management and policy of ASN in the Rokan Hulu Regency Government and its inhibiting factors. The research approach used qualitative by interviewing informants in Rokan Hulu Regency.
The results of the study showed that the provisional results of the independent assessment of the application of the merit system in the Rokan Hulu District Government showed total score of 183,5. Referred to KASN Regulation Number 9 of 2019 concerning procedures for self-assessment of the merit system in the management of state civil servants in government agencies, article 23 point 2, it is referred to category II, the value 175-249 with an index of 0,41 – 0,6 categorized “insufficient”. The Rokan Hulu Regency Government is still not serious yet about implementing the Merit System in ASN Management and Policy in Rokan Hulu Regency, so the goal of achieving the objectives of implementing the merit system is still far from expectations. In all evaluation dimensions, the adequacy dimension is optimal while the effectiveness, efficiency, leveling, responsiveness and accuracy are still not optimal. Factors that hinder the application of the merit system in the management and policy of ASN in the Rokan Hulu Regency Government include the absence of a job map, Job Analysis (Anjab) and Workload Analysis (ABK). The 2016-2021 BKPP strategic plan policy as an elaboration of the 2016-2021 Rokan Hulu District Medium-Term Development Plan (RPJMD) has not shown full support for the implementation of the merit system in ASN management and policies in Rokan Hulu Regency. The lack of internal policies governing matters related to the implementation of the merit system in ASN management and policies. The Rokan Hulu Regency merit system has not been established and established and established. There are still differences in understanding between stakeholders of the urgency and importance of implementing a merit system in ASN management and policies in Rokan Hulu Regency.
