Implementasi Kebijakan Pencegahan Dan Penanggulangan HIVI / AIDS Di Provinsi Riau
Regulation Government Regional of Riau Provincial No. 4 2006 is a regulation that is used as the basis for HIV / AIDS Prevention and Control activities in Riau Province. The number of HIV case findings in the past year based on risk factors is dominated by heterosexuals, but there is also an increasing trend of cases of homosexuality and transmission of HIV from mother to baby. The largest number of cases occurred in the 15 to 34 year age group of 3,370 people or 62.2 percent of the population. The total case findings are that at that age is the productive age and the age of adolescence is the age for continuing education as preparation to become the nation's successor.
This study aims to determine and analyze the extent of the Implementation of the Riau Provincial Government Regulation Number 4 of 2006 concerning HIV / AIDS prevention and control with a case study at the Riau Provincial AIDS Commission. The study population was the Riau Provincial AIDS Commission. This study sampled the Secretary and KPA staff of Riau Province as respondents with a random sampling technique. The method of data collection is done by the method of interviews and field observations and literature review. The results of this study indicate that the Implementation of Regulation Government Regional of Riau Provincial No. 4 2006 concerning HIV / AIDS Prevention and Control by the Riau Provincial AIDS Commission has not yet achieved the expected results, where the socialization process has not been effective, the lack of budget has become a complaint by KPA in carrying out its duties, and the large number of parties involved makes coordination difficult.
