This research was conducted in Koto Tuo Barat Village, XIII Koto Kampar District, Kampar Regency, the focus of the analysis in this study is the effect of implementing self-help housing stimulant assistance programs on meeting the basic needs of the community. This research aims to determine the implementation of the self-help housing stimulant assistance program in Koto Tuo Barat Village, XIII Koto Kampar District, Kampar Regency, the fulfillment of the basic needs of the community in Koto Tuo Barat Village, XIII Koto Kampar District, Kampar Regency and the effect of implementing the self-help housing stimulant assistance program on meeting basic needs. community in Koto Tuo Barat Village, XIII Koto Kampar District. This research is a quantitative research. The data collection techniques used were interviews, observation and questionnaires. The data that has been collected in classification then moves towards forming conclusions.
The results of the study concluded that the effect of the implementation of the self-help housing stimulant assistance program on the fulfillment of the basic needs of the community in Koto Tuo Barat Village, XIII Koto Kampar District, Kampar Regency Based on the Regulation of the Governor of Riau Number: 12 of 2012 concerning Guidelines for Implementation of Development in the Field of Settlements with Community Empowerment Patterns and the Minister of Work Regulation Public and Public Housing of the Republic of Indonesia Number 07 / PRT / M / 2018 2018 Regarding Self-Help Housing Stimulants. Starting from the planning stage in the form of organizing Potential Recipients of Assistance (CPB), submitting proposals in the form of money, validating proposals by the Technical Team, and Proposing Proposals to Commitment Making Officials (PPK). Next is the Implementation Stage, the Monitoring and Evaluation Stage and the Utilization Stage. Fulfilling the basic needs of the community in the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Koto Tuo Barat Village, XIII Koto Kampar District, Kampar Regency in the provision of decent houses that are not properly fulfilled This is indicated by aid that is not well targeted and the availability of funds that have not been fulfilled properly. So that to get the fulfillment of basic needs in the form of a decent house has not been fully felt by the people who need it. As for the effect of the implementation of the self-help housing stimulant assistance program on meeting the basic needs of the community, there is still implementation that is not in accordance with the guidelines given by the government. This certainly affects the fulfillment of the basic needs of the community in the form of the availability of decent houses that are not properly fulfilled. This is indicated by the fact that there are still houses that are unfit for habitation that have not been touched by BSPS assistance, even though they are in the same area that received assistance, and are considered more worthy of getting it. As for the funds provided, it does not include the cost of builders' wages, but in reality there are still deductions for a number of funds. It can be concluded that the existence of a self-

And as a result, people have not fully felt the program has an effect on fulfilling basic needs in the form of a livable house to the fullest.
