The procurement of goods and services for the benefit of the government is one of the tools to move the wheels of the economy. Budget absorption through the procurement of goods and services is very important. But no less important than that is the urgency of implementing procurement that is effective and efficient as well as economical to get the maximum benefit from the use of the budget. On that basis, the government issued Presidential Regulation No. 54/2010 on The Procurement of Government Goods/Services
This research aims to know and analyze the competencies and dominant factors that affect the competence of Civil Servants in the implementation of Presidential Regulation No. 54 of 2010 and its changes in the procurement of government goods/services in the pelalawan regency government environment.
This type of research is descriptive research with a qualitative approach. Data collection techniques are carried out through interviews, observations, and documentation of informants.
The results showed that the competence of Civil Servants in implementing presidential regulation No. 54 of 2010 and its changes on the procurement of government goods/services in pelalawan regency government that are seen from skill factors and work attitudes have been fulfilled.
