The plenary mosque policy based on Regional Regulation Number 2 of 2016, of course, will certainly cause its own problems related to the implementation and constraints faced as well as the efforts made by the People's Welfare Section of the Pekanbaru City Secretariat in implementing these rules. This study aims to determine the implementation of the Plenary Mosque Policy carried out by the People's Welfare Section of the Pekanbaru City Secretariat in improving the function of the mosque. and To find out the obstacles faced by the People's Welfare Section of the Pekanbaru City Secretariat in implementing the Plenary Mosque Policy. This study uses a qualitative approach using Soren C. Winter's Public Policy Implementation Theory which researchers consider can help researchers to analyze the implementation of the Plenary Mosque Policy in more depth. Data collection method is done by interview.
The results of this study are that the implementation of the policy of the Plenary Mosque in Pekanbaru City has not been optimal except the obstacles faced by the People's Welfare Section of the Pekanbaru City Secretariat in implementing the Policy of the Plenary Mosque can be resolved properly. To create the Pekanbaru community of metropolitan cities with increasing functionality of the Pekanbaru City Plenary Mosque. Based on the conclusion of the discussion of the implementation of the function of the District Level Plenary Mosque, namely idarah in terms of the behavior of the relations between organizations involving stakeholders has not been running optimally. The behavior of the lower level implementor (apparatus / bureaucrats), and the behavior of the target group has not created good cooperation. Furthermore, there are no correspondence, financial, planning, so that it can be said that there is no independent attitude of the management. In addition, the implementation of the plenary mosque in Pekanbaru City, in fact there are several obstacles, namely there is rarely a condition of perfect communication and coordination, non-independent implementing agencies seen from the comparison results of several Sub-district Plenary Mosques, the lack of community participation, and the lack of human resources, facilities and adequate supporting infrastructure but still lacking.
