This study aims to analyze the suitability of GICS implementation in The Government of Pekanbaru City with Government Regulation Number 60 Year 2008 on GICS, the obstacles in the implemention of GICS as well as what efforts have been made to overcome the obstacles of GICS implementation and to increase GICS maturity level in The Government of Pekanbaru City. This is a qualitative research with case study approach and Soft System Methodology in problem solving. This study used primary and secondary data. Primary data were obtained from in depth interviews, observation and documentation. On the other hand, secondary data were in the form of documents related to the reseach. The results show that GICS in The Government of Pekanbaru City has been implemented in accordance to Government Regulation Number 60 Year 2008. GICS in The Government of Pekanbaru City has been at level 3 (three) but this cannot be separated from obstacles in its implementation. The obstacles in implementing GICS are: 1) Lack of commitment, 2) lack of understanding about Government Internal Control System (GICS), 3) archiving of documents that are not orderly, 4) Movements or changes of employees in Pekanbaru City Government are quite frequent, 5 ) insufficient human resource competence, 6) limited budget. Furthermore, the efforts made to overcome the obstacles of GICS implementation are by 1) Arrange, implement and evaluate SOP activities and conduct outreach to related parties, 2) Putting in order the archiving of documents for each activity, 3) Carry out socialization of GICS technical guidance for all Regional Apparatuses 4) Carry out GICS Education and Training for Assessor, 5) Carry out GICS consulting, 6) Improve performance and commitment by rewarding achievements.
