Evaluasi Kelayakan Finansial Jalan Tol Pekanbaru-Dumai Ruas Kandis-Dumai
ABSTRACT
Pekanbaru-Dumai Toll Road is part of the toll road from the Trans-
Sumatra road that connects Pekanbaru with Dumai in Riau. This is in line with
government programs that aim to support national economic growth and support
the implementation of the Master Plan for the Acceleration and Expansion of
Indonesian Economic Development (MP3EI). The Progress of the Sumatra-
Kandis-Dumai Toll Road Trans Sumatra Toll Road Construction is divided into 2
stages. Stage 1, namely: section 1 Pekanbaru-Minas, section 2 Minas-Petapahan,
section 3 Petapahan-North Kandis. Stage 2 section 4 Kandis Utara-Duri Selatan,
Section Duri Selatan-Duri Utara, section 6 Duri Utara-Dumai with an investment
cost of Rp. 16,211 T (Toll Road Regulatory Agency, 2018). Construction of the
Pekanbaru-Dumai Kandis-Dumai toll road with a concession period of 40 years,
traffic growth factor i = 5% a year, inflation 5.42% of the tariff of Rp. 900, - Km
which has been determined by the government. All costs of land acquisition are
borne by the government and some construction costs are also borne by the
government. The results of financial analysis indicate that the construction of the
Pekanbaru-Dumai Kandis-Dumai toll road gives an IRR = 10.03%. Net Present
Value is IDR 57,606,739,101, Payback Period of 29 years. Based on the results of
the analysis of the feasibility evaluation, it shows that the construction of the
Pekanbaru-Dumai road in the Kandis-Dumai section is not financially feasible.
