Strategi Pengelolaan Hutan Mangrove Kampung Kayu Ara Permai Kecamatan Sungai Apit Kabupaten Siak
The damage to mangrove forests in Indonesia that occurs is due to management that does not consider sustainability aspects. The high dependence of communities in coastal areas as well as the pressure and rate of population growth resulted in changes in land use and overuse of natural resources. Mangrove forest management is an effort to protect mangrove forests into conservation and rehabilitation forest areas such as reforestation activities to restore the aesthetic value and ecological function of mangrove forest areas that have been felled and their function transferred to other activities. In mangrove forest management there are 3 (three) components. which are interrelated, namely: (1) Potential mangrove forest resources. (2) Communities around the mangrove forest (pond farmers) and (3) government officials. These three components are dynamic. So that the mangrove management policy through community involvement is more proactive towards community empowerment.
The research was conducted using qualitative research with descriptive research methods whose main purpose is to describe the mangrove management system to obtain information about problems that exist in the management of mangrove areas. The research data were analyzed using the SWOT analysis technique. a qualitative approach using the SWOT matrix. This matrix shows the extent to which a business/activity is carried out according to the conditions of its strengths and weaknesses as well as the opportunities and threats faced. For this reason, it is necessary to identify and inventory the four factors using measuring tools such as questionnaires and supporting literature. Then carried out an internal environmental analysis of IFAS (Internal Factor Analysis Strategy) which includes an assessment of the factors of strengths and weaknesses and an analysis of the external environment of EFAS (External Factor Analysis Strategy) which includes an assessment of the opportunity-threats factors.
The results show that the calculation of the Internal Factor Analysis Strategy (IFAS) or X is 2.04, indicating that the point of the IFAS matrix lies in the point of strength. Meanwhile, the calculation of the EFAS or Y value obtained is 2.13. These results indicate that the point of the EFAS matrix lies at the point of probability. For SO strategies based on the SWOT matrix, strategies that can be carried out are (1) Encouraging community participation in mangrove forest management (2) Increasing the capacity of human resources both for the community and the Laskar Mandiri Conservation group (3) Development of mangrove ecotourism in Kampung Kayu Ara Permai (4) Encouraging management mangrove forest into Social Forestry with the HKm (Community Forest) scheme
