Strategi Pengelolaan Industri Rotan Berkelanjutan Di Kota Pekanbaru
One of the efforts to encourage the progress of economic development in order to reduce economic disparities between regions and among actors can be done through sustainable local economic development. Sustainable local economic development is expected to be environmentally friendly and can prevent high rates of poverty and unemployment, but must pay attention to environmental sustainability. Economic development in developing countries generally focuses on the industrial and agricultural sectors. Including in Indonesia, these two factors play an important role in contributing or contributing to foreign exchange to improve people's welfare, including in the creation of new jobs. The state of Indonesia as a country that is rich in soil fertility and forest resources is required to be able to utilize these resources so as to produce production that can meet the needs of the community.
Non-Timber Forest Products (HHBK) is one of the Forest Resources (SDH) which has comparative advantages and has the most direct contact with the community around the forest. NTFPs are proven to have an impact on increasing the business and income of forest communities and contribute significantly to the addition of foreign exchange. One of the superior products of NTFPs is rattan. Processing of rattan as a non-timber forest product creates various production activities for various rattan industries. The activity of a rattan processing business in producing processed products is aimed at achieving a profit so that the business can be carried out continuously.
Rattan is a creative economy product that contributes to the economy in Pekanbaru City. Statistical data from the Riau Province Forestry Service in 2014 showed that the production of non-timber forest products, especially rattan, reached 13,997 tons / year. The development of the rattan industry is supported by the potential possessed by Indonesia as a tropical country with great rattan potential. Rumbai District, which is located in Pekanbaru City, is one that has considerable potential in the rattan handicraft industry. Rumbai District has considerable potential for economic industrial development considering its strategic location through land and sea transportation routes, besides that Rumbai District has various small businesses that can develop rapidly. The rattan handicraft activity is expected to have a positive impact on the environment in terms of ecological, economic, social, technological and partnership aspects. Therefore, sustainable management of the rattan craftsmen industry in Pekanbaru City, which is located in Rumbai District, needs to be done to maintain the

sustainability of the business. The industrial management paradigm needs to be adapted to the sustainable development paradigm which not only pays attention to economic aspects, but also pays attention to sustainability in ecological, economic, social, technological and partnership aspects. This research aims to; 1) Analyze the existing conditions of the rattan management industry in Pekanbaru City. 2) Analyzing the index and sustainable status of the rattan industry management in Pekanbaru City. 3) Designing a sustainable rattan industry management strategy in Pekanbaru City. This research was conducted in Pekanbaru City, which is located in Rumbai District. The location selection is based on considerations because this area is the most potential rattan handicraft business unit which will serve as a rattan handicraft center in Pekanbaru City. This research was conducted in August - September 2020. This research used descriptive qualitative analysis to determine the existing conditions of the Pekanbaru City rattan industry and MDS analysis using the Rap-Insus Industry technique to determine the level of sustainability of the management of the Pekanbaru City rattan industry.
Based on the research that has been done, it is known that the existing conditions of the rattan industry in Pekanbaru City from the ecological aspect, the availability of raw materials that are still available from nature can be replaced with other alternatives. This aims to minimize the scarcity of raw materials and the high price of raw materials. The economic condition of the craftsmen's income is above the UMK city of Pekanbaru (Rp. 2,997,976). Social conditions, namely community empowerment by employing local communities as labor. In addition, the condition of technology, such as the use of technology, is not efficient because it has not maximized the use of modern technology. Then the partnership conditions run well between business actors and material suppliers and buyers from outside the region and abroad. The sustainability status index for the management of the Pekanbaru City rattan industry in each dimension shows that the ecological dimension index is less sustainable (32,5%), the economic dimension is very sustainable (75,6%), the social dimension is quite sustainable (54,3%), the technological dimension is less sustainable (36,1%), and partnership dimension is quite sustainable (66,5%).
The sustainable rattan industry management strategy is carried out with the existence of rules and policies for the use of raw materials, collaborating across sectors and distributors, implementing product certification, maintaining product price stability, establishing quality standardization, increasing production technology capacity, expanding product market reach, improving influence on environment in ecology, ensuring the availability of raw materials, and maintaining relationships with the social environment.
