Street vendors are increasingly mushrooming, especially along HR Soebrantas Street., so the Pekanbaru City Government has a problem. So far, street vendors have been selling goods on cemented sidewalks. They sell various kinds of merchandise on the sidewalk. From fruit merchandise, fuel oil, to coffee drinks. Various attempts were made to prevent the area from being used for other purposes, namely trading. The infrastructure for selling or trading should already have a place, namely in a market, shop or kiosk that has been provided and regulated by the government. Pekanbaru city goverment itself has also persuaded these traders to understand that this action violates local regulations.
The number of illegal street vendors operating in Pekanbaru City, according to the Market Office, in 2017 there were 7,804 street vendors who held merchandise without permission from the Pekanbaru City Government and which were often considered a problem for city planning and the environmental problems it caused. The Market Service itself since the beginning of 2017 has been merged with the Pekanbaru City Industry and Trade Service to become part of the Pekanbaru City Industry and Trade Service.
This research uses qualitative and quantitative strategies with survey methods that attempt to describe the trends, attitudes, or opinions of a particular population by examining a sample of that population. Data collection was carried out by observation, questionnaires by respondents, in-depth interviews for several key respondents and documentation. The data collected is cross-sectional data, namely data at the time of the study that can describe the situation or activity at that time.
Since the beginning, informal sector activities did not get attention, so the development of these activities was often not included in the planning and policy making carried out by the government. Likewise, if viewed from the dimensions of spatial planning. The problem of street vendors in some areas of Pekanbaru has grown and tends to cause environmental, spatial and social problems as in big cities.
In determining the management of street vendors' activity locations, according to the survey results, there are several policies taken by the government, namely: 1. Relocation / Restoration is the restoration of a location to become a new functional form that is different from the original or the improvement of existing conditions. The informal sector groups that originally occupied it are expelled from the place, while their business premises are repaired or rebuilt and when it is finished they can return to business in their original places. 2. Stabilization / regulation, intended for structuring the existence of the informal sector in a location. One of these actions is the restructuring of the informal sector so that it is harmonious and does not interfere with the functioning of the city in the environment where they do business. 3. Removal / relocation is the transfer of the informal sector to a location determined based on previous research. Relocation to another location can take the form of an official market or a special location designated as a location for the informal sector.
Structural management patterns are actions planned to eliminate or encourage the economic base of street vendors. Structural management includes: 1. Business licensing for street vendors groups based on the type of goods / services offered, time of business and specific

location. 2. Coaching, namely control measures in this case carried out by fostering the quality of the mindset of traders and the implementation of street vendors activities as a whole because it is known that most street vendors still have a relatively low level of education and are simple to review existing regulations, causing wrong interpretation and lack of attention regarding the overall visualization of the activity. 3. Assistance / Loans. In Malaysia, the provision of assistance for loans is carried out to provide opportunities for street vendors to develop and increase efficiency for existing street vendors.
From this study the authors provide the following suggestions: 1. It takes an appropriate strategy so that the government in implementing street vendor arrangements does not rely solely on authority. 2. There is a permit from the government followed by regulations and guidance for street vendors as has been implemented in countries such as Malaysia. 3. The need for intense supervision of organized street vendors, by maximizing the Regional Apparatus Organization in the supervision and monitoring of the locations where street vendors are.
